EPISODE 1 — "THE GRAY LINE" ══════════════════════════════════════════════════════════════ FADE IN: EXT. WEST BALTIMORE — DAWN A city waking up wrong. Row houses with boarded windows. A corner store with iron grates. Trash drifts in the gutter like urban tumbleweed. A black sedan rolls slow through the block. Inside: DETECTIVE MARCUS COLE drives with one hand on the wheel, the other holding a cold coffee. His eyes scan every porch, every alley. He's done this drive a thousand times. His radio crackles. WARD (V.O.) Cole, where are you? COLE Same place I always am at six in the morning, Sarge. Chasing ghosts. WARD (V.O.) Ryder Avenue. We got a body. Cole's jaw tightens. He turns the wheel. CUT TO: EXT. RYDER AVENUE — CONTINUOUS Yellow tape. Uniforms holding back a crowd. A sheet on the ground covering what used to be a person. Cole steps under the tape. A YOUNG OFFICER looks green. COLE What do we got? YOUNG OFFICER Male, mid-twenties. Two to the chest, one to the head. Execution style. Cole lifts the sheet. He stares for a long beat. COLE (quiet) Kevin Lott. YOUNG OFFICER You know him? COLE I arrested him twice. Good kid underneath all the... (beat) He was a runner for the Deuce Boys. Low level. This ain't a random hit. Cole stands. Looks at the crowd. His eyes land on a young man in a hoodie, watching from across the street. The man turns and walks. COLE (to the young officer) Get me an evidence bag from the car. (beat, to himself) And get me Guerrilla. CUT TO: INT. COMMUNITY CENTER — DAY BIG MO stands behind a folding table, handing out bagged lunches to kids. The place is worn but clean. Posters on the wall: TUTORING TUESDAYS, MENTAL HEALTH MATTERS. RAYSHAWN "GUERRILLA" TUCKER sits on a plastic chair, elbows on his knees. Army jacket. Calm eyes. The kind of calm that makes cops nervous. RAYSHAWN Kevin wasn't mine, Mo. I already told you. BIG MO I know what you told me. I'm telling you what the street is saying. They're saying somebody's making a move on your corner, and Kevin was the message. RAYSHAWN The block is mine. Has been since I came home. Nobody's making a move. BIG MO Then who put two in Kevin Lott? Rayshawn doesn't answer. He stands, adjusts his jacket. RAYSHAWN I'll handle it. BIG MO That's what I'm afraid of. Rayshawn walks toward the door. He stops. RAYSHAWN Mo... you ever think about going back? BIG MO Every single day. And then I look at these kids and I remember why I don't. Rayshawn nods and exits. EXT. COMMUNITY CENTER — CONTINUOUS Rayshawn steps outside. Two of his guys — DRE (20s, wiry, nervous) and TANK (30s, built like a refrigerator) — wait by a tricked-out SUV. DRE Yo, G, they saying the cops already pulled the sheet. It was Kevin. RAYSHAWN I know who it was. TANK Who did it? RAYSHAWN That's what I'm going to find out. But not today. Today I need everybody calm. Nobody retaliates. Nobody moves. You understand? DRE But if the Kings crossed— RAYSHAWN (cutting him off) I said nobody moves. He locks eyes with Dre until Dre looks away. RAYSHAWN We plan. We don't react. That's what makes us different. CUT TO: INT. POLICE PRECINCT — DAY A cramped, fluorescent-lit bullpen. Phones ringing. The constant hum of a department stretched thin. Cole sits at his desk across from SERGEANT WARD. She's standing, arms crossed. WARD Kevin Lott. Runner for the Deuce Boys. Three rounds, professional. What does that tell you? COLE Tells me someone's challenging Rayshawn Tucker for the block. WARD Or Rayshawn's cleaning house. COLE He doesn't operate like that. WARD You don't know how he operates, Marcus. You know how you want him to operate. There's a difference. Cole leans back. COLE If the Eastside Kings are pushing into Deuce territory, we're looking at a war. And if it's internal, it's worse — because Rayshawn won't let it stay internal for long. WARD So what do you want? COLE Let me talk to him. WARD No. COLE Denise— WARD No. You've been too close to Tucker for too long. I'm assigning Fisk to co-lead. Cole's face changes. Something hard behind his eyes. COLE Fisk? Gary Fisk? WARD He knows the street. COLE He knows the street because he's on the take from the street. You know that. I know that. Half the precinct knows that. WARD (leaning in) And yet nobody has ever filed a complaint. So until you do, Gary Fisk is your partner on this. That's the end of it. She walks away. Cole stares at his desk. He pulls out a photo — him and another detective, arms around each other's shoulders, smiling. His dead partner. He puts it away. CUT TO: INT. RAYSHAWN'S APARTMENT — NIGHT Spartan. Military neat. A map of the neighborhood on the wall with pins and string — not a gang territory map, but a community map. Schools, churches, the community center. NINA TUCKER sits on the couch with a laptop, law books spread around her. She looks up as Rayshawn enters. NINA Mom called. She heard about Kevin. RAYSHAWN Mom always hears about everything. NINA She's scared, Ray. RAYSHAWN She should be. (beat) But not of me. NINA Then of who? He doesn't answer. He goes to the map. Studies it. NINA You're planning something. RAYSHAWN I'm protecting what's ours. NINA There's a difference between protecting and escalating. You taught me that. RAYSHAWN (turning to her) And you believe it? NINA I want to. A long silence between them. The weight of a family that has lost too many people to too many sides. RAYSHAWN Go to bed, Nina. You've got class in the morning. She watches him for a moment, then closes her laptop and goes. Rayshawn turns back to the map. He pulls a red pin from the tray and places it on a corner — the corner where Kevin Lott was found. CUT TO: EXT. RYDER AVENUE — NIGHT The corner is quiet. Too quiet. A few streetlights flicker. A car idles at the far end of the block. Inside: LIEUTENANT GARY FISK. Uniform shirt unbuttoned at the collar. He lights a cigarette and watches the empty street through the smoke. His phone buzzes. He answers. FISK Yeah. (beat) I don't care what he wants. Tell him the price just went up. (beat) Because a cop is dead if Rayshawn figures it out, that's why. And dead cops bring federal. (beat) Handle it. He hangs up. Takes a drag. Exhales into the night. FADE TO BLACK. END OF EPISODE 1
